The rule that turns those facts into a decision is written in prose, spread across eight legal systems. The fine for getting it wrong is real.
Nobody returns the per-address answer with the rule quoted. So your agent either guesses, or stops and asks a human.

- Is this legal advice?
- No. It is decision support with the rule quoted and a dated source. You decide, and you remain responsible.
- Which countries?
- The UK, US, Canada, Germany, France, Australia, Ireland and the Netherlands. Other European countries get a cautious default.
- What do you store?
- The check and its receipt, with the address masked on public pages. Email support@precleared.dev to have a check deleted.
- Can a sole trader be emailed in the UK?
- Usually not without consent. That is the point of the register check.
- What does "confidence medium" mean?
- The legal form came from the website rather than the register. Pass a company number to raise it.
- Who runs this?
- A small UK business. Precleared was built for our own outreach agents first.
