Is cold email legal in the UAE?
Yes, to a company's general mailbox (for example info@) at a business identified as a company. The PDPL protects natural persons only (article 1), so a company's general mailbox is not personal data, and no UAE rule we have found prohibits a business-to-business email to such an address.
No, to a named person or a free or personal mailbox, without consent. Under article 4 of the PDPL, personal data may not be processed without the owner's consent, and the law has no legitimate-interests basis. The TDRA's policy also defines marketing messages sent without the recipient's consent as spam.
In practice
- Identify the sender accurately and specifically (TDRA policy, article 5.6), and give a free way to unsubscribe in every message (articles 6.10 and 6.12). Honour it.
- Article 17 of the PDPL gives a person the right to object to direct marketing at any time.
- DIFC and ADGM have their own data protection laws with a right to object to direct marketing.
The rules Precleared applies
Before an agent sends a cold or marketing email to someone in the United Arab Emirates, these are the rules that decide whether it may. Each one is quoted from its legal source and checked on the date shown. Precleared applies them to one address at a time and returns the rule that decided, what the footer must include and a signed receipt.
Consent needed first
A free or personal mailbox identifies a natural person, so the address is personal data under the PDPL. Article 4 prohibits processing personal data without the owner's consent, and the law has no legitimate-interests basis; article 17 gives the person the right to object to direct marketing at any time.
Footer must include: Identify the sender accurately and specifically (TDRA policy, article 5.6), give a free way to unsubscribe in every message (articles 6.10 and 6.12), and honour it.
Next step: Do not cold email this address. Use the person's work address at a company, or get consent first, then re-check.
It is prohibited to process Personal Data without the consent of its owner.

Allowed
This is a company mailbox (for example info@) at a business identified as a company. The PDPL protects natural persons only (article 1), so a company's general mailbox is not personal data, and the TDRA's unsolicited communications policy binds licensed telecoms providers rather than senders. No UAE rule we have found prohibits a business-to-business email to such an address. Follow the TDRA policy's content rules anyway: accurate identification of the sender and a free way to unsubscribe. DIFC and ADGM companies have their own data protection laws with a right to object to direct marketing.
Footer must include: Identify the sender accurately and specifically (TDRA policy, article 5.6), give a free way to unsubscribe in every message (articles 6.10 and 6.12), and honour it.
Next step: Check your opt-out list first, keep the message about the company's business, and stop for good if they unsubscribe.

Consent needed first
We could not confirm that this mailbox belongs to a company rather than a person. Personal data may not be processed without consent under article 4 of the PDPL, and the TDRA's policy treats marketing messages sent without consent as spam. The UAE has no free national company register we can query; the DIFC and ADGM public registers cover their own free zones.
Footer must include: Identify the sender accurately and specifically (TDRA policy, article 5.6), give a free way to unsubscribe in every message (articles 6.10 and 6.12), and honour it.
Next step: Confirm the business is a company (LLC, FZE, FZCO, FZ-LLC, PJSC or PSC on its website or trade licence) and re-check with company_name, write to a company role address instead, or get consent first.
It is prohibited to process Personal Data without the consent of its owner.
